A lot has already been said about the game, but I thought I'd give my two cents:
Laws: Much less annoying. They changed the system so that there is a single (usually easy to abide) rule. At the start of the battle you pick some sort of bonus that you recieve (Bonus AP ftw), and if you break the law you lose the bonus and cannot revive fallen party members. If you follow the laws you get extra stuff at the end of the fight.
Music is amazing. As was probably expected.
A subtle change, but bodies no longer litter the battlefield. Now when you revive someone, instead of needing to go to their body you just bring 'em back adjacent to you (reminiscent of Tactics Ogre).
Kiddish story, oh well. If I expected an epic masterpiece of writing, I would've bought a book instead.
Revamped the job system. There are several nice new jobs (along with two new races) and they are much easier to access. However, all but the basic jobs have to be learned through quests.
Easy learning curve, especially if you've played previous ones.
Pretty much every item you can get teaches something (even armor and accessories), which I thought was pretty cool. Gives you a meaning to buy that ring you completely ignored in the previous game.
Overall, I definitely liked A2 better that its prequel. It's interesting how they incorporated elements from FFXII into the game. In my opinion, it's worth getting.

My biggest complaint with FFTA1 was the equipment system. You didn't get to preview how a weapon would effect a character before equipping it or what spells it would teach a character. It's been a long time but I remember something about that being annoying.

I don't remember but it was missing something. Now that I think about it, I'm pretty sure it didn't tell you whether that character already knew the spells or not. I may have to break it out and play it again and try to remember what was missing.
The akward art style instantly turns me off from this game.
Plus I think its a cop out that you can't play the game with the stylus, you'd figure that a game like this would be more intuitive with touch screen controls.
