    so why doesn't America have a non-profit government run insurance choice
    It might be nice, although such a program could easily implode from lack of funds. Odds are good it would attract every really bad driver on the road, people who can't afford for-profit car insurance because of either traffic tickets, DUI's, or numerous accidents. Then they suck the system dry. Nonprofit organizations do need to plan on some economic growth and profit, especially in such a volatile industry, where you don't really know how much you'll end up actually spending on claims.

    Plus, have you ever heard the phrase "Good enough for government work"? Your car would likely come back with more dents than it had when you took it to the shop.

      Then rates could be raised for those high risk drivers like any other insurance company. The whole point would be to have high enough rates NOT to implode. Of course, mismanagement could indeed cause that.

      But hey, it's better in regards to economic freedom than capping profits of all insurance companies, at say, 2-3%! But that might have a better chance of working.

        I got my license at 16. I love driving. I don't care much for other drivers though. I live in one of the most metro of areas in CA, but used to live in the central valley, which is set up much like your midwestern towns...no mass transit, everyone drives, urban sprawl, etc.

        If you wind up driving in CA, here are some tips: Ignore the speed limit when you're on the highway. Note: This doesn't mean floor it. Go with the flow of traffic...if it's 70 or 80, go 70 or 80. I've seen individual drivers go faster but it's easy to let them go by on the left. Most CA drivers don't know that you're supposed to drive on the right, save for passing. Accept this as a fact and don't let it wind you up. If you've got more than two lanes, do your best to stay out of the truck lanes, these are usually the slowest, and most dangerous, as merging traffic likes to whip in and out of semis. People follow close here, never ever slam on your breaks for any reason, even if your mother is on the highway. Face it, she was going to die anyway, now you're causing a forty car pile-up. Rain, snow and (especially) fog make people drive faster, not slower. Stay off the roads when the weather's bad. If you can't, you better be rushing to prevent a nuclear holocaust, because everyone else on the roads drives as though they are. If you see women putting on make-up with both hands, men reading newspapers or using laptops, or hear gunfire. Don't panic, you're in L.A. Pull off, get your nerve up (scotch in the glove compartment might help you out), then pull into LAX and abandon your car. Wherever your flight is bound will be better.
        So you're a fish out of water...
