people found out about this when it was accidently put up for pre-order friday on play-asia (description said it was an upgraded RPG Maker XP). it was taken down within hours. enterbrain then issued a statement that they would make an announcement on october ninth. according to the now-gone preorder page, it's due out in japan in december.
Looks like they'll be providing new info on it each week and according to the system specs, you can run it on XP. According to the system specs, it looks like it can be run on XP also, which is a good idea since Vista isn't really wide-spread yet. Also, looks like they're eschewing the scripting in favor of a simplified approach. At least that's what I was able to glean from the context. Also, those screenshots at the bottom look like 2000/2003.

Looks like they're bringing back face support along with dual-wielding and other features, like XP's predecessors. For the uninitiated, there were things that were in the previous PC RPGM's that weren't available in XP. If you wanted them, you had to script them.
Vista is very widespread right now, probably more so then all the OS's before XP combined, with Microsoft forcing technology on us it wouldnt surprise me if Vista is the most widely used OS at this time, considering that 95% of all new business software and personal software is being made with Vista in mind.

I likely won't upgrade for a few months, since the stuff I use now works just fine on XP. I wonder if there will be any distinct advantages to using this thing on Vista in lieu of XP. And from what I've been hearing, RGSS isn't getting kiboshed altogether, but making certain features readily available without it. I just hope that the size limit for character sprites isn't what's in those screenshots, otherwise, that would be one hell of a step backward.

Well considering most of Japanese is Chinese characters it's not that surprising.
Also I'm not a huge fan of overzealous copy-protection schemes that will only hurt the consumer in the end. I have 3 computers and buy one every couple of years or so, and would have to buy this game a couple of times to be able to use it in a few years. And the lack of scripting would turn me away from it, so I'll wait for more info but for now this is looking meh.
It's currently Japan only. That doesn't mean it will never be localized for the States, nor does it mean that it will be localized. It just means that they currently have it earmarked as Japan only. Plans change a lot.
