Is there anyway to make a constant event that can be used as a vehicle freely like in RPG Maker 2?

You can have a transportation service in town that warps the player to wherever you want it to go...but that's about it. You could describe the service as a hot air balloon, a ferry, a train...etc. If you're a little creative with the terrain and the NPC chatter, you might be able to pull it off.
You could always have your character turn into an animal and say that you're "riding" it I suppose...Believe nothing...except for the possibility of everything.
