Thankfully the PSP is region free so I was able to get my Gurumin (which Agetec should totally buy up for localizing).
Other games I imported were Vib Ribbon and Bangai-O. There were a few more but I can't remember. It's a shame that there are some great games us English speakers are missing but unfortunately the games in general are either too quirky or too far out to be enjoyed by the mainstream audience.
We have a modded system, which can play JP or PAL (UK) games. The cost of a mod depends on how you want to do it. You can either: buy your own system and pay to have someone mod it, you can try one of those DIY mod kits (they don't always work with every game), or you can buy a new system complete with mod. We have a mod disc for the gamecube, PS, and dreamcast.
Some of the games we like are weird JP titles (Momotaru Densetsu, Mojibribbon, VibRipple, Kuririn series, Taiko No Tatsujin series) or titles that went to the UK but were not released here (Gregory horror show). Sometimes we'll import stuff that won't be released in the US for a while (Viewtiful Joe, Rule of Rose, Katamari 2, etc).
The only problems we've had are with disc-swap games and some PAL games, since the mod chip doesn't like the PAL options/language/hrz sceen (it's still plays the game, but the PAL menu screen is difficult to see/use properly).
I know there are mod chips for PAL systems to convert NTSC to PAL, but I don't know if there are any for convert PAL to NTSC. I have a European racing game my friend gave me called TOCA TOURING CAR Championship. His mom lives in England and wasn't aware about the region lock for games, so he couldn't play it. I can play it on my modded PS1, but the picture is completely screwed up, and I can only get myself so far. First options go through which language to play in, then having to actually race through the tracks itself.
Not game related, but I have a modded DVD player to play any region whether it's NTSC or PAL. I've noticed when watching PAL video is that the pictures seem more jaggy, especially when on the menus. Watching the movie itself isn't as noticable, which is fine.
