Okay, fine. I loved FF6's characters. The majority of them made me care what happened to them. And the music often helped with that."What if like...there was an exact copy of you somewhere, except they're the opposite gender, like you guys could literally have a freaky friday moment and nothing would change. Imagine the best friendship that could be found there."

I'm amazed no one has said DA:O yet...
I'm only about 20 hours in, but daaaaamn, this game has the best character development I've seen, mainly because of the absence of "Good/Evil" meters. Being replaced with a system where each character judges you is a sweet move.
Alistar, my Holy Templar Tank f'ing hates it when I badmouth the church; Morrigan, my mage loves it when I threaten priests, and they will both speak their minds when you impress or annoy them. It adds a ton of depth to the game since I find myself saying "Damn it, I'm in this holy temple, I should probably not **** off Alistar," or, "I'm getting paid to assassinate this guy...I probably shouldn't tell Alistar about this..."
Party members ambush you in camp if you really **** them off, some will even leave. It makes all the characters feel way less wooden, and adds a nice variance to the Good/Evil meters that makes Mass Effect 2 feel a lot less like roleplay.

Re: Enslaved, Alex Garland also wrote the novel The Beach, which was quite good, despite the film version. And Andy Serkis, who played Gollum in LotR, did the voice and motion capture for Monkey, the main male character in the game. This game has an amazing pedigree.

Um, reading several people's posts in here, I have to ask:
How are we defining character development? Is it just writing a fleshed out character or about watching a character develop over the course of a narrative or just a game with characters you like or what

Well if you must know, I can't name a game with actual character development. Except maybe FF9, 'cause of Vivi. Oh, and I guess FF4 with Cecil, too. Phoenix Wright (The Phoenix Wright series up to Apollo Justice)
Phoenix starts out as a rookie nobody, then ends up revolutionizing the entire legal system for generations to come. He's the Luke Skywalker/Solid Snake/Speed Racer of lawyer-poker players.
Neku (The World Ends With You)
The message is familiar -- friends are great, being a loner is not great~ -- though TWEWY uses enough style and variation to keep Neku's journey worthwhile. I can't help but admire a thing when headphones are used symbolically. Dat final image.
