Where the hell is Final Attack?!

About 2 weeks ago, I fired up my old copy of FF7. Right now, I'm about 55+ hours into the game on disc 3, and I've been looking for the Final Attack materia. I've gathered some of the better materia (double-cut, slash-all, mega-all, Bahamut-ZERO, etc.), but I can't seem to find that one materia. Could someone help me?

Pretty sure it's a prize for fighting in the Arena's special battles in the Gold Saucer.
