Well, the thing is, they don't really get "good" chefs. They get one or two really good ones, the ones that Ramsey really won't mind hiring. Then the rest suck.
Like seriously- who picks food out of the trash and thinks it's acceptable to use it? You don't even have to work in a restaurant to know that's completely unacceptable.
So "good" chefs don't really have much chance of getting on the show. "Great" and "god-awful" ones stand a fairly good chance though.
The real issue is, if they were all top quality chefs, then Ramsey wouldn't get to pitch a fit or it would look like he had to really try to find something wrong. And if they were all terrible, then there's no way in hell he'd really turn any duties over to them.
