Orius is right. Problems that would effect a large group or even the whole world entirely would be much harder to solve if there were millions of 100 people communes.

Dusk Raven, you are 16. I don't think you've solved humanity's problems in this topic.

Oh god, I hate Rousseuian thinking. Communes suck.

Also, a few serious questions for Neobi's crazy idea:

1.)How would bills be proposed? How would they be debated? You do understand that budget bills can run for hundreds of pages, right? Do you actually expect the general populace to read them? In fact, most things cannot be broken down to simple sentences. For instance, abortion. Is it all legal? Is it only legal during certain times? What about specific procedures?

2.)What happens to the checks and balances of the system? Would a president exist? What about a Supreme Court? How would the general population take the time to properly vet a candidate?

3.)How would you prevent wholesale fraud or coercion? What's to stop people from going house to house with a gun and forcing people to vote a certain way?

And look how well the world agrees on environmental issues.

Or what if, say one commune decided they they should rule the world and the other communes should be made to follow them? How would they be stopped without a central global authority?

Even without such an extreme case, what about issues like infrastructure, trade, and transportation? The communes might be able to agree to take care of the roads within their territory, but what about roads or highway linking communes? Would the communes start slapping massive tariffs on each other for profit? They can't all be entirely self-sufficient, because the global economy now is becoming very inderdependant. What about things like dams, flood control projects, power plants, water supplies, etc.

And then there's of course the ugliest necessity of any government, taxes. Everyone hates them, but they're needed to run a government. Wuld the communes agree to taxes that are necessary to fund the basic necessities of society?
