That said, I know more fascists than neo-cons, so maybe I'm only getting one side of the story.

Depends upon the definition being used. Mussolini's style of fascism is what he termed corporatism, which is a what the neocons appear to want to achieve: a collusion between industry and state to their own mutual benefit.
