I didnt know about the designers series until I noticed rpg maker 3 on a shelf I just wanted to know if the 2nd one warrants a purchase. Pros/cons.

Pros:
-Powerful Software
-Ability to create almost everything your heart desires
-In Depth Script and Event System
-Edit your character's and monster's colors
-Able to have vehicles
-USB compatible
-Able to make your own original effects
Cons:
-Frustrating
-Complex and Complicated
-Requires Patience
Other than that,you're all set.If you have any patience,and want to create an entire original game,get RPG Maker 2,however,if you're impatient,in need of better graphics,and want to work with a preset system,get RPGMIII

RPGM2 is the best of the series.
It takes more work to learn the system, but once learned you can do nearly anything on it.
Even make a Cow for your main character!
Like here..
If you don't feel like learning a more complex, but more powerful, system then get it just to play other people's work.
And the workshop forum here is full of people who will be willing to help with questions you may run into while learning.

For example, everyone said there is no way that guns are possible in RPGM2, or sex scenes for that matter, you can see that I have done these at my website here, (except the sex scene, you have to play my game to see that.)

It took 3 years for anyone to find an easy way to use bag items in the DBS (me), and 3 years for anyone to make a FFT ability-learning system (me), and 2 years for fleeing consuming a turn in battle (me), and 2 years for a custom row system (me)... Well, that's enough of that.
Anyways, there'll always be numerous people to help, and the possibilities truly are endless.

With RPGM2, you're stuck with cartoony LEGO wannabe characters. In-battle characters (BTW, you can't see your party members in battle without doing some stuff) are at least FF7-quality (in its battle system), where they have some amount of polies but flat-shaded textures.
Not to say a serious game can't be created with RPGM2 (you could adjust the lighting and a couple other things to create a more serious-looking atmosphere), it's just that I know some people can't take crying deformed characters seriously."What if like...there was an exact copy of you somewhere, except they're the opposite gender, like you guys could literally have a freaky friday moment and nothing would change. Imagine the best friendship that could be found there."

That's why none of the games I make on it are serious or use the people for characters.
The Clean Underwear Quest uses a perty of A Sheep, Ostrich, Penguin, and Pig (Poop Mage, Pee Mage, Politician, and Frenchman, respectively).
Videogamedrome uses VFX Characters (I got some pretty cool looking insects to post images of soon...).
The point is you can get around even that limitation. People have set custom indirect effects to stretch the character taller and thinner mostly eliminating that effect (but not good enough to please me, so I am sure not good enough to please you).
I guess I'm just sticking up for my buddy, RPGM2.

I would have to disagree a little bit here, for 1. the rpgm2 graphics spring off a certain nastolgia, and I am making a game right now that I think uses RPGM2 very well to make a great atmosphere, and there is one game where I took pretty seriosly when I first played it. It is called Vanished Nights by Jugem, and it proves that RPGM2 can be used to make beautiful games.

Actually I have made a very serious game with RPGM2. Surprisingly, it worked out well despite how the characters may look (with enough editing you can make some bad ass looking characters.) I manage to make some scenes so gruesome Resident Evil would shudder.
To anwser the question "Is rpg maker 2 worth it," if you are just getting into the series you probably shouldn't get it. The game is really complex and took me a while to figure out how to do anything. Of course everyone is different so if you think you are ready for it go ahead. You should be near 100% sure that you want the game before buying it. Don't want to waste money on a game you won't like (Damn you, Blood Omen 2!)I had to change accounts. But then again, what's the standard? I haven't seen what an airship pilot SHOULD look like anywhere. It's not like we have to make earth equivalents of everything. Artistry matters. And I really dislike RPGM2's art. The graphics are for lack of a better word, Atrocious. AND you get dizzy when you move.
But it's VERY flexible. Which means it's very complicated. It's definately something you should only get if you don't mind lego graphics and a lot of work!
