Is there even a matchmaking system? I was under the impression it was a chatroulette-style gloryhole.

Yeah, what Kefka said. It sounds like the maker thought the chatroulette-style version of this game would devolve into a big second-life-esque penis craze, so you can ONLY play by matching with someone you already know.
