            Ha, that's not even unusual. Our agency has to give public notices for meetings whenever there's a project proposal. If you want to know why your public servants ignore you, she, and people like her, are the reason.
            So you're a fish out of water...

                          Which is more likely:

                          1) Someone who doesn't care about politics goes to city council and intentionally acts like an idiot as a joke or on a dare.

                          2) Someone who cares enough about politics to go to city council is completely ignorant on all issues she came to talk about, and furthermore says things a 10 year old wouldn't be stupid enough to say ("They have fruit trees, and vegetable trees. That's where fruit and vegetables come from"), and then proclaims herself a Bush supporter.
