Each trip to the tower adds 1 to the World Variable 01 and World Variable 02, here is what happens on each trip depending on the variable:

Variable 1=30
-Change season to Winter
Variable 1=40
-Change season to Spring; reset variable 01 to 0
Variable 2=2
-Change weather to rain/snow
Variable 2=4
-Change weather to cloudy

-Change weather to dense fog
Variable 2=9
-Change weather to Sunny; reset variable 02 to 0
Some missions will only come up during certain seasons or weather, so there will be plenty of hidden quests to find:)
