Avatar, Icons and Attachments

1) My Avatar doesn't seem to be showing up on my post.
2) All the icons show a broken file symbol.
3) I tried to update a game submission and was told "Do not have permission to Create or Delete Attachments".
4) I was unable to post a reply HERE and at the bottom of the page it said, "Sorry, you are not authorized to view this page"?

Help, please.
(Seems the Emojis are also showing a broken file symbol.)

Thanks, my Avatar is fixed.
Still can't "create or delete" an attachment or post/reply on page I mentioned above.
