where is the setting to set the characters start HP

when your setting the characters stats there should be a stat called "STA". The characters HP will be whatever that is +30. The max it can go is 9999. -

Starting stats are automatically given by the game.
HP - 30
MP - 0
Attack - 10
Defense - 10
everything else - 0.
These stats are technically at L0, so just add whatever you choose for stat bonuses for L1.
Also, you could alter these starting stats at the beginning of the game by using an Intro Event as the game starts to change they're starting stats. So you could have a L1 member start with 100HP by adding 60 to his Max HP at the start. I can't remember what command specifically does this, but it shouldn't be too hard to find."What if like...there was an exact copy of you somewhere, except they're the opposite gender, like you guys could literally have a freaky friday moment and nothing would change.
