I think that's for when you want to switch to the next scenario data. It's sort of self-explanatory but you might run out of scenario data and the game has a built in feature for you to switch to a fresh memory card so you only really run out of scenario data until you run out of memory cards. You can do something similar with system data but it's not a built in feature of the game, it's just an exploit of the save data.
It's basically the same thing as when you're told to switch to the next disk in the PS1 Final Fantasy games.
You've played through RPGM1 games like Jester's Hunt, right? When you're told to switch to the next scenario card, that's done with the Next Scenario command.

Treasure events are the only things that reset during the cross between scenario changes.

There are a few events (Minigames for example) from Scenario 1 that I need to transfer over to Scenario 2. I'm guessing the only way to actually get them on Scenario 2 is to create them again from scratch. If there's any easier way please let me know. Because the current option sounds extremely tedious and boring.
