as for how it runs in general, well, I cant help ya there, it would be quite a speech.

I did but can you make your own character or they give them to you

well...
it's kind of confuzing to explain, but I'll do the best I can.
You have 116 I believe *don't quote me on this* character models to choose from.
Out of those models come 16 or so color pallettes assigned to a specific part of their body, like hands, feet, hair, etc. that you can use to change. You may change their height, their size in general, their width, etc, but you can't create an 'actual' character model.
However, this game was built with a VFX editor that allows you to take multiple 'objects', connect them together, create animations, etc. which can be used as characters.
For some info on this, check this site out.
But that takes alot of time, dedication, and testing/revising.

Your first post asked about RPG Maker 3 but the information Doyleman has given you so far is for RPG Maker 2 I believe. If you meant 2 then there ya go. If you were looking for info on 3 then check out the E3 RPG Maker 3 Review topic on this forum. It's got a review/run-down by a member who played the game at E3.
