It would help to know how much experience you already have with painting. I'd suggest making a topic about it, so you can get advice from more than just one loser. :P
I use acrylic paint, which is cheaper than oil paint (and dries faster). Painting is still expensive and time consuming, so I don't do it very often. I was commissioned for some various stuff recently, so I had to bite the bullet.
I'd get some canvas board and practice on that. Regular canvas "feels" better to me, but I still use the boards for random doodles and experiments. I build up everything with multiple layers, since I like solid, vibrant colors.
Although I have some liquitex paints, I prefer the windsor-newton or golden variety. My suggestion would be to find the colors you like and design stuff based on that. It's selfish, but that's how I usually maintain my interest.
Here's a tiny 2x2" thing I drew to test a 0.05mm pen.
