Well, first off, it's pretty groundbreaking. No one else was doing split-screen stuff on TV anymore. Also, no one was doing serialized dramas during prime time. Now, in the wake of 24, look at all the serialized dramas like Lost that have come out. 24 opened a lot of new doors for what was acceptable on network TV. Granted, season 4 was kind of shady, but they got back on track with season 5. That's what I think anyway.
