I think it is an excellent idea, now i havent read the article yet, so it is probably severely one sided, but damn teenagers dont seem to realize...WEARING YOUR PANTS AROUND YOUR ANKLES IS NOT COOL! AND IT MAKES YOU LOOK LIKE A COMPLETE IDIOT!
Jla, this is certainly not a prominent fashion trend among those of European descent.
Lets also ban wearing of expensive business suits in public, you know, fine people for wearing dress pants, ties, dress shoes, dress shirt, overcoat, ect. Also, we should like ban police from wearing uniforms and fine them if they do, and do the same with clergy. We can also fine the Ku Klux Klan members when they wear their robes on a march. Then of course, any state legislator caught in the state congress building NOT naked when congress is in session should be executed on the spot.
Because I said so.

It is about good taste, and wearing your pants down around your ankles is not in good taste. It his ugly, and stupid, and people who dress like that walk like they got a stick up their butt.
I'm sorry I went a bit over the line with my comments.
Banning people in clergy or in business from wearing their perspective clothing is not the same thing. You're seeing someone's underwear for christ sake. If someone wore a business suit with their undies hanging out would be just as dumb.
About KKK, racism is a social disease. Anything that promotes racism should not be tolerated, but that's a different topic and surely not related to this one, so I don't want to get into it.
People have the right to be stupid, but I also have the right to laugh at them. However, if someone wants me to see their boxers that badly, they can just not wear pants and get it overwith. What's the point of pants in this case?
Anyway it is my personal opinion that sagging is dumb, and it's definitely not a minority thing and far from a fashion statement.
If people can get away with sagging, I should be able to go jogging in my whities.

I certainly agree with that.
But underware is underware. Nothing more. Nothing innappropriate. This is a rather frivolous law. I could care less if people walked around in their underware, naked, or with a severed raccoon head necklace as their only article of clothing for all I care.
Trying to impose sanctions on a perceived fashion statement by the respective society is stupid. You may as well ban and fine people for wearing whigs, or jeans with holes torn in their knees, or offensive-looking chains and necklaces. It appears you missed my point when referring to business suits or clergy uniforms. Neither are required clothing items for their respective jobs, but are just worn due to societal norms(While a police uniform is in fact legislated).
Maybe you'd agree to a national dress code, banning all sorts of trends?
What an individual deems tasteless has no place in legislation.

In some jobs, uniforms and suits ARE required. At work I am required to wear business clothes. That's why that makes no sense to me. You're comparing outer clothing with someone showing their inner clothing. Neither are related in any way. That's like comparing an XBox to a car.
Anyway, I respect that you feel there is nothing wrong with showing your underwear. Others have a problem with it. The law has to find a happy medium to please as many as possible, certainly not everyone but you get the point.
Now you are comparing sagging to wigs. Again, that has nothing to do with this. Not even close. Wigs are used to cover up things, not reveal things.
I wouldn't agree to a ban on all trends, but again sagging your clothes, your PANTS ARE ABOUT TO FALL DOWN. That's not a trend, it's a tripping hazard.
I kind of agree and kind of don't agree with what someone deems tasteless has no place in legislation. I think robbing banks is a tasteless act, but it should stay illegal. On the other hand, not everyone wants to see someones underwear. Mind you, I don't really care about showing off your underwear personally. I am sitting in my underwear as I am typing this (no lie) but there are many people out there that get offended. Although I am not one of those people that get offended by this, I just feel it's very stupid.
