What's a good free program that can resize images? Or edit pictures? Stuff like that? Etc?

I believe Ifranview, and Vallen JPegger are what you're looking for. JPegger only will save to jpeg, png, and bmp. Ifran View maybe better.
Of course there is also the Gimp, though it's meant to be a free photoshop so might be a bit overkill.

I second Gimp for a pretty powerful tool. My only gripe is that the UI isn't Photoshop, and that's what I'm used to now.
