RMXP has a section where you can go in and do real programming. It doesn't get much more advanced than that.
Of course, that part is optional. You can still do a bunch of stuff with the regular point-and-click system. Though you're required to learn a few more tricks to unlock its full potential than with RPGM2. No default vehicle system for example. But that's partly because there's no world map graphics. Yeap it is a PC version. You just go to the website and use a credit card to pay for the download.
I would highly recomend this version if you want a lot more customizing, but it does require more programming knowledge if you want to get more creative.
But there are guides out there to help.

If you liked RPGM1 you'll like XP. It's the same fundamental concept, 2D RPG design with easy-to-learn scripting, but it also comes with Ruby, which is a full programming suite, for those who want to delve deeper into system customization. The end user needs the RTP (available for free through the official website) for XP to play games. You probably won't get much out of it if you aren't very good at graphics design, but you can incorporate custom map, character, and battler graphics, as well as your own music files.
Translation: You go to the main site and download it. You can try it free for a month, then you pay your $60 for further use if you like it.You just go to the website and use a credit card to pay for the download.
