Where do you go to download the actual softwar for the game maker?

You don't. You buy RPGM1 (PS1) or RPGM2 (PS2) in a store like any other game.

yeah, RPG Maker 1 will run you around 20 dollars if you find it in a used game store, and I've seen RPG Maker 2 as low as 25.
