Pretty much, what they're doing is taking the faction-specific classes (Paladin for Alliance, and Shaman for Horde) and giving both sides access to both classes.
In other words, Horde get Paladins and Alliance gets Shamans, removing one of the biggest differences (and possible imbalances) between the two sides.
It's a weird decision, but it does serve to remove a lot of the complaints about faction imbalance.
Essentially classes that you wouldn't expect to be available for certain races, are now available to those races. Such as, the evil paladins.
At least, that's what I'm getting from the front page.

Well, I knew the BE's would get Pally but I didnt think the Draenei would get Shaman. But it makes sense, since if Draenei can also go Pally then that would balance the 'exclusive' classes for each side (3 Shaman and 1 Paladin for Horde, 3 Pally and 1 Shaman for Alliance)
