Well you guys could make your own and then send them into Valk. If you use FireFox there is a nice extension called EditCSS, which will allow you to edit the stylesheet of the page and instantly see the effect it has on the page. Of course this means all the background images would need to be changed as well and you would have to learn CSS (not that hard).

Opera and other browsers (except probably IE) may have something similar, but I don't know.
I have a feeling the Hentai one still wouldn't fly, but changing the color scheme of the existing images and style shouldn't be too hard.
So this way Valk would only have to upload the images and stylesheet, and make a cookie for storing which stylesheet you are using.
Well, there are a few codes someone may be able to get their hands on that would allow users to select from a list of preset skins, just different colors.
It'd still look the same, just with a different hue, like green, red, orange, purple, ect..
I'm not so sure about this kind of board though... I've only worked with invisionfree. But I know it's possible.
I recently decided not to do any more skins. Glueme is working on a new graphic set that will become the ONLY skin available for the pavilion. the site as-is doesnt look like the RPG Maker Pavilion, and letting users supply their own skins would only worsen the problem.

It does to me, but I'm just used to it this way. You going for a look like the old site design that looked like it came straight from RPGM1's menus?

You'll see. what I'm saying basically, is that nothing about the site's appearance has anything to do with RPG Maker, except for the single character graphic near the logo. thats not right at all.
