Are there no tutorials to speak of for 3? I thought there where but when I click the link it goes here Is it a browser problem or is it just because no tutorials have been submitted.

As far as I know, there are no tutorials for RPG Maker 3. Not surprising, considering this RPG Maker is so easy, even a 10 year old child can make a game on it. If you need help, there are people more than willing to lend a hand. I thought Libra had a Tutorial made for it? Like for faces and character models? I swear She had it... Hold on...

I recently gave her a replacement set (good thing I did not delete the originals!).
Give her time. It will happen.
I think she's going the same route as my VFX Editor Guide (click the link in my signature!) and giving it it's own website.
It won't be so much a tutorial as a pictorial reference and fact sheet.
As said above... if something is giving you trouble, or you just want to see a step by step explanation for how to do a specific thing, just ask in The Workshop Forum.
