As I type this, I've got a character running in the middle of nowhere. Literally.
What I did was create open land in one of the towns with the feature, created an event that warped me to the open land, then turned off the opened land. The game still warped me to where the open land was, outside the town's fence! Unfortunately, the ground in towns are at a flat level, so I wound up sort of sitting under the hill outside town. So it's not really useful for walking out there, it's just for fun. I actually ran way past the backdrop. The background's glitched out at this point. I can't even see the backdrop anymore. I'm reading myself at Vertical: -4100.
I can definately see a bit of a use for this, though. If you place an object in the outside area and turned off the land, then go back into layout and cycle through objects placed, you'll wind up putting the cursor at the piece you placed outside the town's fence. You can then place any object freely around the outside of the town. The invisible barrier is pretty thick, and of course there's that whole deal with the land not being ground level, but you could maybe place some building scenery out there.
Other than that, I don't see much use with that. It's a pretty interesting glitch, though. Too bad I didn't find any placement glitch for putting down a character in more than one spot. That's what I was trying to find in the first place.
