I've been searching for airship or boat that I can manually maneuver around during gameplay, but I can't seem to find one in RPG Maker 3...Am I missing something, or doesn't this game come with boats/airships built in? If there is an option to create one, can someone tell me where to go to find it?

There is no such option in 3.
All you can do is put an airship (balloon) in the open spaces of some (not even all) towns.
But in 2 you could use anything for a vehicle model or even make your own model for it in the Visual Effects editor.

Yeah, all you have are hot air balloons that take you to other towns with hot air balloons. Even then, you don't really get to ride them. You just choose where you want to go, and you get warped there.
As far as boats/airships, probably the best you could do is make a building, using it as a ticket booth or something, and have a person say "Do you want to ride this boat/airship to such-and-such?" And then warp the player there.
