I would probably just pull existing tilesets into photoshop, make some colour changes on some ground pieces, and try to make some ruins and busted trees and what not. I haven't done that, but if I needed such a tileset, thats what I would try to do. -

If I can find it, I have a ripped tileset from fallout somewhere on my pc.
