I've got part of a comic I started for the art contest and all I want to do really is clean it up and darken the lines, and add some effects and text. How do I do that??

Oh boy. Photoshop is a complex program. Your best bet is to start playing around with it. Try different filters, effects, and tools and see what they do. Get used to the interfaces and menus.
As for doing specific things the internet is a wealth of information and tutorials. Just use google and you'll be up to your ears in step by step instruuctions.
