I just purchased RPG Maker 3 like two days ago, and have probably already spent a good 28 hours on it. However, I'm having trouble setting up quests to drive the story along. For example, I want a group of Goblins to attack a town. Then, I want that to trigger a quest to hunt and defeat the Goblin leader. Can anyone help me?

I dont think anyone really can help you, there is really no "Qeust Creator". Just fool around with the **** a little bit more, and read the manual and so on.

I've been working with RPGMakers for years. I don't have a hard time with events, but sometimes there are things that just completly baffle the hell out of me as to how to do it. My advice: Trial and error. Yah.
The first thing you should do while learning events is to start off simple. Like make a character that says a line of dialogue or something. Then go onto more complicated stuff. There is lot of specific topics here that tell you how to do something. And if there isn't one, make the topic yourself.
Your question here is a bit broad, so not many folks are gonna have an answer for you.

tips:
1) keep the story flowing. dont be afraid to put the story teller scenes to use (yes they are crappy in ways, but people will have to deal with them)
2) make the action continuous. walking around and buying weapons/armor should be for a reason other then 'they look cool', make sure there is enough boss battles and random battles to make the game not boring. (that is of course if your game calls for battles)
3) Variety. It's hard to pull off in RPGM3, but it can be done. Having magics named Fire 1, Fire 2, Fire 3 is just plain dumb, create names, no matter how dumb you think they are, any name is better than Fire 1, Fire 2, etc.
Also, in Items, dont have 'Potion', 'Good Potion' 'Excellent Potion' or whatever, that's just like the ability thing.
4) This kinda enforces #2, make sure that stats kinda force each other equally. If your party is equal to 4, then it'd be a wise idea to make the enemies have 3 or more TIMES the amount of your Avg. party members.
Basically, make sure that you can't knock out every enemy you run into in 1 hit, or vice versa with them to you.
5) Your game, your story. Asking for a story doesn't really show that your serious about making a game. If people made the story for you, or what special features it has in it, what fun is it going to be for them when they play it? they can expect as much as you do, which makes it boring.
that's my summary on what to do for a good game.

I like the Storyteller scenes. If your inventive, you can create cool stuff with them.

Anyone who has played any of my stuff or read a few of my posts knows what I am gonna say...
Be as silly as possible as often as possible.
It helps.
Failing that, download some games and play 'em. Seeing how other folks do things helps too.

Story teller doesn't bother me. I like how if you make Actor (A B C) move to the other side of the screen (if they haven't been turned off), they'll actually slide to the side, instead of just 'poofing' there.
and Rodak, your idea has actually helped my game creation. Not thinking of what I'm doing at the moment made it easier for dungeon designs for my Zelda game on the RPGM2, thanks :)

So basically, I have to make the scripted Goblin attack, then have that lead to a scene about the Goblin leader, then give the players hints as to where it is so they can find it and confront the boss?
Seems simple enough. Knowing life, though, it probably isn't.

Sadly, there is no "Goblin" character in the game, so people are just going to have to be inventive.

Well, I created a Goblin, so there is in my game. Well, I'm trying a few different things.

Well,you can create a goblin looking character.Just create the Male Thief,and put Color Palette #3,and he looks like a goblin(fairly).The Goblin monsters can be a continuation of that character,and you can make the leader a troll or something.

Or you could just set an invisible eventv to go off when you touch it that starts a storyteller involving the goblin, then you start the boss battle.
Should be almost as good, if not just as good.
Or better (Storyteller is awesome)

I've got an invisible event set that leads to a Goblin fight, then you fight the Leiutenant of the Goblin leader. After you beat him, he tells you the general location of the Goblin leader's lair.
