how does time pass in the game. I know it does it on its own but how long is each period (morning, noon, evening etc) and is there any way to pause the cycle or speed it up/slow it down?

It's about 2-3 minutes per time period, morning, noon, evening, night.
You can use events to change the time period, and set towns/fields to one or another time. I think you could do a custom time system by only advancing time using events at story points... but I haven't tried yet. Seasons and weather, by the way, don't change on their own.

So can you disable time completely, and have it be evening your entire game?

I think that time doesn't pass at all in areas unless you have the time of day set to defualt. so yeah, as long as you have every area set to night I think you can do this.
I havent tested this, but thats what makes sense.
