You have to fight 1000 Ninjas to defeat the 3 bosses:
Pablo the Mexican Assassin
Hitler the German
and William Shakespere

To be master champion of fighting!

Main Character: Chuck Norri's (The ' is for blocking the *s which appear when i say n o r r i s.)

Chuck Norris might have been a relevant idea to base a game on a decade ago.

Even better, make a game based on Steven Seagal, and do a meta thing where he's angsty about the fact that his career is over, and now he's resorting to being in video games for a paycheck.

I was going to say Jean-Claude Van Damme instead of Seagal, but he already did that movie JCVD, which would have rendered moot an idea like this.
