Don't even know why Sega would bother to go back to this franchise after so many years. While Shenmue 3 would have great sentimental value for those who grew up with Shenmue (and maybe with Shenmue 2?), they'd have revamp the formula so that it wouldn't appear so stale anymore. The concepts that were pioneered with Shenmue have bled over into the rest of gaming and have become so ubiquitous that a potential third entry in the Shenmue franchise would have to do outlandish things to even remain relevant. Besides, how many game-buying children these days even know what Shenmue is? Could it compete with a franchise like, say, Yakuza (also made by Sega)? Recent Yakuza entries have become more and more reminiscent of Shenmue by fleshing out the world in-game, which makes it similar enough to Shenmue to wonder if it's even worth trying to sell Shenmue, as opposed to Yakuza. Making Shenmue 3 would be a major gamble on Sega's part, and I get the feeling that won't want to cast the die on this one.
It's actually a well known fact that Yu Suzuki helped dissolve the Soviet Union. He and Gorbachev threw down in a breakdancing contest, and his moves were dope... -er.

i doubt we will get a new Shenmue now or ever. sega has taken enough risks with its franchises.

They take risks with their new IPs, sure, but their franchises? I think the Sega in my world and the Sega in your world are two completely different companies.
Open world games are HUGE now. I think it has more of a chance for success than ever. If done right of course. I think a third Shenmue still has a place to exist, and I seriously doubt they'd just dust off the old mechanics and reuse them. They have tons of technology and resources availible at Sega where they could just focus on making a fantastic narrative driven game. Technology the original Shenmue team helped pioneer.
Shenmue was a game far ahead of it's time, tackling the open-world narrative genre far ahead of anybody else. And with games like Mass Effect, Heavy Rain, and Assassin's Creed all finding great success, I think now is the time for a Shenmue sequel more than ever.
Anyways, if Shenmue III does materialize, perhaps it means the barrier between our universe and The GIA's is starting to thin and soon the universes will merge and Rieko Kodama will be CEO of Sega and we'll have Vagrant Story 2 :O
