If that's the case, you should probably wait a few years, keep playing games and really identifying what you like in them, and let yourself mature a little so things like event scripting can come easier to you.
It also wouldn't hurt a little to take any programming course (any real programming language like C or Java or Visual Basic, as opposed to formatting languages like HTML), to get a good grasp of the concepts you'll need to really figure out how to make RPG Maker do exactly what you want it to.

I mean i know everything thing about rpg maker just i have never good at planning my games out and failing.

Like balanceing i'm not good at making stats and by good at rpg maker i mean the events and such.
Balancing is something that really ends up being unique to your own game, and can be done after you've done everything else; it just takes trial and error. You really don't need to worry about that for now.
What you do need to worry about is event scripting--and I gave you advice for that before. It's the single most important thing you need to make games, and it's also last thing you'll get good at, except for possibly creativity.
Play around with events that change variables, and events that check those variables using variable-conditional branches in RPG Maker 3. If you can get the hang of that, you'll have the basis down for more advanced applications, that we can probably teach you. If you can't get the hang of that, it would be a good time to put away RPG Maker for now and develop your logic skills a little before coming back.

Oh god rpgm3 is my nightmare the battle system is so slow. I've been playing the first one which is my baby. But i will have to take time to test everything to get good at it. Guess i just needed someone to tell me to mature into rpgm itself.
