Dumb question, the answer is probably NO, but still:

Is there a LEGAL release of Rm2k/Rm2k3 in English? Or is there some sort of translation patch were I can buy the Japanese game, then install an English patch?

Nope. Was never released in english because of the piracy killing the market for it, and no one ever bothered with an english patch.

Both are pretty obsolete now, anyways.
