It's been well known that he hasn't been happy at Capcom for a while, and it's also been well known that despite his position, hasn't been able to make the games he wanted to make (look at how long Legends 3 took to happen as the shining example).
I guess Megaman Legends 3 is his going-away present. It may have been the only thing keeping him at Capcom for a while.
I don't see him leaving the game industry, but if he wants to, that's cool. I just hope that if he stays, he either manages to start up his own company, or get with a western company, and get away from the extremely restricted japanese companies.
