Although I don't have the game in front of me at the moment, I think the "Modify Field Properties" and "Modify Town Properties" allow you to change the weather, so this is possible.
However, it is extremely involved to create, and takes up a fairly big chunk of memory, and only worth doing if it's going to have a big impact on your game.
Dig through this Workshop forum for some topics about making Random Number Generators using RPGM3, which basically involves including lots of events that arbitrarily change variables to simulate randomness.
Then, place Auto Events which activate when your "Random Number" variables are certain values, and have those Auto Events change the weather.
One of the neat things is that you can make peoples' conversation, or game events, depend on the current weather, since you can check the variable that caused the weather to be a certain way. That's good news if you've got something like Harvest Moon in mind.
I know that Obright's "Tree of Life" changes the weather each day, although I think it's on a set track rather than being truly random.

Well, kinda.
I did something like that with RM3 in my game Tree of Life. The way I did it was, I had a variable that increased by 1 per day until it reached 14, and then reset itself back to 1. That was the backbone of the event. Now, each variable amount dictated which weather type you would get that day. If a person stayed in one place for over 2 weeks (more like 4 weeks), they might start to see a pattern repeat over and over.
I hear what you're saying... "That's not random!" And you're right. In that game are 3 main areas: The world map, downtown Moyos, and West Moyos. Each of those areas had their own weather cycle, so if the weather variable was 5 on the world map where it was raining, it would still be raining when you went into town...but the next day you would get a different weather, because you're on a different cycle now.
So yeah, even THAT is not random, but the 3 weather cycles mix and overlap as you move around in the game, so it FEELS random.
