wow, thats a lot of fraud cases. why hasnt anyone looked into that kind of stuff. 30 years of pension fraud is a pretty long time. horrible record keeping for sure.

Because no one knows anything is wrong. People cash the checks, so no one realizes they're actually dead. And maybe like a lot of bureaucracies, different departments don't talk to each other, the morgue or whatever agency might be in charge of recording deaths doesn't talk to the pension agency. That lack of communication happens in all levels of American government all the time.
