G.I. Joe was waaaaaaaay before Animaniacs...and the sad thing is they based an entire episode on "The Viper."

It's a joke that pre-dates any animated show. I remember watching that G.I. Joe episode with my dad when it first aired and he already knew what was coming. It's at least 50 years old, probably older.
