Well, first off, you should make the buildings in the building editor. For now, start with a few simple block houses (leave spaces for doors).
Next, make a map/dungeon to serve as the land. I recommend using the map editor, as you can terraform.
Now, set some objects on the map (buildings count). There's a limit to the objects you can use, so if you exceed it, just set anything else you want as events. Try placing a few flowers here and there, along with the buildings.
Then it's time to make the townspeople. Create events and give them graphics, then script what they do when you talk to them, like a simple message (remember to set the event to "Talk"). You can use Action scripts to make them move in a certain way, or you can just use one of the set options.
Afterwards, add some finishing touches like the warp points for entering and exiting the town and doors.
Once you've got everything ready, register them in the world organization and you're done. I'll elaborate further if you run into any trouble.
That's easy. Just choose "out" (for the exterior) or "in" (for the interiors) in the dungeon editor (when you're about to create a new dungeon) and just be creative by using some tiles.
Now to complete your village, you might want to add some people. So, just go to the event editor and place some people or "events". I'd recommend having at least 5 people roam the town.
In your village, you might also want to have a few shops and an Inn. How do you do this? Well, it's quite simple. Just read the manual. If you don't have it, just read some of the walkthroughs that people have made.
Lastly, make some houses where the people live. Because a village is not just shops and inns.
A suggestion. Look at super nintendo rpgs. Look at how they developed their towns, it should really help.
Games like Secret of Mana, Breath of Fires, Final Fantasy, and others.
