I've looked on Amazon and ebay, but the sellers' items are based in Region II, meaning it won't work on my VHS or DVD player. Any leads?

If you can, look for a region free DVD player. I imagine it'd be cheap these days.

VHS tapes arent region protected. at least, that's the conclusion I've drawn from all my imported anime OAV tapes. The only way you'll run into problems on VHS is if the video is in PAL format.
