People are speculating that it might double as a Gamecube controller and/or feature rumble.

I doubt it, seeing as they made a "Wii" white Gamecube controller
already. I suspect it's just a beefed-up normal Classic controller.

That would be nice, but why would Nintendo do that when they could just add handles to the old classic controller and basically create money out of thin air.

No plans for an American release. At least not currently but you never know.
