Even after co-founding a home for Midgar's orphaned with Tifa, he remains distant, preferring to spend his time on the road making deliveries, alone with his thoughts of those he was unable to save.
He doesn't let his care for others show because he does not consider himself worthy of their love.
Into Midgar, from parts unknown, comes Kadaj.
He looks like Sephiroth, but he's not. He's a clone, or a spirit, or a memory - he's a non-entity. He has no ties, and feels no loyalty to even his own clone companions.
He is unhappy with the way he is, so he formulates a plan: to become a carbon copy of Sephiroth, mind and body. If he can do this, maybe he can become the son to Sephiroth's mother, Jenova, and perhaps reverse engineer an origin for himself.
Then he would have a place to belong.
After fighting to the brink of death, protecting the things most important to them, Cloud and Kadaj both learn an important truth.
Before you can learn to accept the love of others, you must first learn to love yourself.
And then you can realize that you are worth being loved.
