They level up as you do, correct? Is there any way to stop this? I can work around it, but it'd be easier if I could keep their defenses and such still as my character is gaining.

Nope--actually, enemies never level up in RM3 unless you go out of your way to use a lot of scripting to simulate it.
You set an enemy's level in the Monster Parties screen.

Though if you give an enemy 10 to its attack and then a level of ten, its attack becomes 100: having "leveled up" 10 times...
Beware as gold and experience also "levels up" so it becomes quite hard to make enemies that drop a decent ammount of gold throughout a game where your characters constantly run into the same enemeis.A God from the Machine - Menander

The way enemies can "level" is very neat. This way, let's say you have a monster party of 4 goblins, you can make one goblin stronger than the others (if it's supposed to be the chieftain or something) by making him level 4 and the others level 2.
And maybe later in the game, when your characters are suped up, you encounter a level 80 goblin! Wow!
I like scripting enemy characters to level-up after character battles, too. This (artificially) lengthens your game, because now the enemies level with you. So you have to be constantly on your toes to stay on top.
