I think it would be a good idea to set this forum up so that it would PM people an introduction PM who just joined. The PM would tell new members about the Pav, what to post and what not to post, and maybe tell things to try to advoid saying and such. I think you get the idea. It's just a thought.

people can't be trusted to check PMs, so we have a notice that appears to new members at the top of the forum until they get five posts that tells about the rules topic and the new member lobby.

Actually, we had this very discussion on the Advisory Board and what Valk stated (along with the creation of the New Member Lobby itself) were the end results of that debate.
