I was a little disappointed by the original, then again I think it was the first non-GTA sandbox game I played. It's a rough transition going from such a detailed world (day/night transitions, radio stations, random weather, tons of pedestrians to terrorize) to such a static and relatively empty world.
I loved leveling massive buildings with air strikes and artillery barrages, and the combat was more fun than the GTA's of the time, but it lacked a lot of the little things that make other sandbox games fun.
I might do a little poking around for info, but right now I'm more interested in the new Destroy All Humans games.
Thing with the first is that there were battles going on everywhere that you could take a side and fight the other. I felt that Mercenaries was a whole lot more lively than any of the GTAs.
Although yeah, there are a lot of "scenic routes" where battles aren't going on. but finding the number cards and raiding nearby bases made up for it I think.
