Weather in RPG Maker

Does anyone if it is possible to make weather effects in RPG Maker for PSX? I have seen some pictures of games from RGP Maker 1 with weather effects and I could use them on my game-Moogle Fantasy.

Unfortunately there are no weather effects in RPGM1. There is an event command called "effects" that will do a short graphical effect on the screen but only temporarily. The closest thing to a weather effect is the fog effect and it lasts about 2-3 seconds.
