Have an inivisble character and go to a scene (world map, town, dungeon, whatever) can be any scene, even a blank part of a dungeon. Make an auto event that pops up a menu with the options.

That's at least how I do it.

Err. Can't say I can explain it any more than that really.

Make start character invisible.
Have the starting place be anywhere you want.
Auto event a script that pops up a menu.

That's really the title screen. I am sure somone else can get into more detail. Been a while since I used this software.
